Analyses the status and capacity of social security organisations (SSOs) in seventeen CARICOM Member and Associate Member States utilising the agreed Assessment System. Addresses the effect of the free movement of skills and labour market integration in the Member States, focussing on the future capacity in a receiving state to maintain payment of social security benefits to eligible beneficiaries. Outlines preliminary proposals for harmonisation of qualifying conditions under the CARICOM Social Security Agreement and makes recommendations for ameliorating the financial and institutional capacity of social security systems to meet future needs.
