Identifies the Europe to which the Caribbean must address its voice in the 21st century. This must be the Europe of the European Economic Area (EEA) which includes the EEC and the EFTA countries. Suggests that in the new century, the so-called Caribbean could be enlarged to include the British, the Dutch, the French and US territories. Posits that the message we want to send includes - the priority of developing our competitiveness within the context of the global trade liberalization and the development of economic blocs - that beside our traditional partners in the EEC we look to other countries within the new European Economic area for partnership - that we must seek to improve our competitiveness and our standing in the global economy - that every avenue for Caribbean cooperation and development must be exploited - and that the Caribbean has been strengthened in its resolve to deepen the integration process.
